Garry Brown, Chairman, New York Public Service Commission and Chair, NARUC Committee on Electricity
Garry Brown, Chairman of the New York State Public Service Commission, has nearly 30 years of public and private energy sector experience. He sits on the board of the National Association of Regulatory Commissioners (NARUC), He is chair of NARUC's Committee on Electricity, and on the Advisory Council to the Board of Directors of the Electric Power Research Institute (EPRI). He serves on the NARUC-FERC Smart Grid Collaborative. As PSC chairman, Mr. Brown sits on the State Energy Planning Board. He is chairman of the NYS Board on Electric Generation Siting and the Environment. He sits on the board of the NYS Energy Research and Development Authority, the NYS Environmental Board, and the board of the Regional Greenhouse Gas Initiative Inc. Mr. Brown is a member of the NYS Council for Universal Broadband and the Governor's Economic Security Cabinet.
Mr. Brown received his B.A. from State University College at Plattsburgh and his Masters of Public Administration from the Rockefeller School of Public Affairs at the State University of New York at Albany.
Patricia Hoffman, Acting Assistant Secretary for Electricity Delivery and Energy Reliability, US Department of Energy
Patricia Hoffman was named Principal Deputy Assistant Secretary (PDAS) for the Office of Electricity Delivery and Energy Reliability at the United States Department of Energy in November 2007. The focus of her responsibility is to provide leadership on a national level to modernize the electric grid, enhance the security and reliability of the energy infrastructure and facilitate recovery from disruptions to the energy supply both domestically and internationally. This is critical to meeting the Nation's growing demand for reliable electricity by overcoming the challenges of our Nation's aging electricity transmission and distribution system and addressing the vulnerabilities in our energy supply chain.
Prior to her current position, she served in a dual capacity as Deputy Assistant Secretary (DAS) for Research and Development (R&D) and Chief Operating Officer within Office of Electricity Delivery and Energy Reliability. During her tenure as the DAS for R&D, she developed the long-term research strategy and improved the management portfolio of research programs for modernizing and improving the resiliency of the electric grid.

Honorable Steven Chu, Secretary of Energy, US Department of Energy
Dr. Steven Chu, distinguished scientist and co-winner of the Nobel Prize for Physics (1997), was appointed by President Obama as the 12th Secretary of Energy and sworn into office on January 21, 2009.
Dr. Chu has devoted his recent scientific career to the search for new solutions to our energy challenges and stopping global climate change – a mission he continues with even greater urgency as Secretary of Energy. He is charged with helping implement President Obama's ambitious agenda to invest in alternative and renewable energy, end our addiction to foreign oil, address the global climate crisis and create millions of new jobs. Prior to his appointment, Dr. Chu was director of DOE's Lawrence Berkeley National Lab, and professor of Physics and Molecular and Cell Biology at the University of California. Previously, he held positions at Stanford University and AT&T Bell Laboratories.

Frederick Butler, Commissioner, New Jersey Board of Public Utilities, NARUC President
Commissioner Frederick F. Butler was elected President of the National Association of Regulatory Utility Commissioners in November 2008, replacing former President Marsha Smith of Idaho. He will serve a one-year term, through November 2009.
In this role, Commissioner Butler provides general oversight of the Association, which represents the State public service commissioners that regulate essential utility services such as electricity, telecommunications, gas, water, and transportation. He will serve as the primary voice of the Association, leading NARUC before Congress, the courts, and administrative agencies. Additionally, he will be responsible for designating members to the NARUC Board of Directors and other Association appointments as necessary.
Jason Grumet, Executive Director, National Commission on Energy Policy
Throughout his career, Jason has worked at the intersection of science, policy and politics. In 2007, Grumet founded the Bipartisan Policy Center (BPC) to develop substance based, bipartisan solutions to pressing policy challenges. With the leadership of former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell, the BPC is currently focused on four major issues: energy policy, national security, health care, and transportation policy. The BPC staff reflects the organization’s bipartisan vision and its members are actively involved in the campaigns of both parties.
Since 2001, Jason has directed the National Commission on Energy Policy (NCEP). Prior to joining the Commission, Jason worked for NESCAUM (Northeast States for Coordinated Air Use Management).
Phillip Moeller, Commissioner, Federal Energy Regulatory Commission
Commissioner Philip D. Moeller was nominated by President Bush, and sworn into office on July 24, 2006, by Chief Justice of the United States John Roberts, for a term expiring June 30, 2010.
From 1997 through 2000, Mr. Moeller served as an energy policy advisor to US Senator Slade Gorton (R-Washington) where he worked on electricity policy, electric system reliability, hydropower, energy efficiency, nuclear waste, energy and water appropriations and other energy legislation.
Prior to joining Senator Gorton's staff, he served as the Staff Coordinator for the Washington State Senate Committee on Energy, Utilities and Telecommunications, where he was responsible for a wide range of policy areas that included energy, telecommunications, conservation, water, and nuclear waste.
Ernest Moniz, Professor of Physics and Engineering Systems, Cecil and Ida Green; Director of the Energy Initiative and Director of the Laboratory for Energy and the Environment, Massachusetts Institute of Technology
Ernest J. Moniz is the Cecil and Ida Green Professor of Physics and Engineering Systems, Director of the Energy Initiative, and Director of the Laboratory for Energy and the Environment at the Massachusetts Institute of Technology (MIT), where he has served on the faculty since 1973. Dr. Moniz served as Under Secretary of the Department of Energy from 1997 until January 2001 and, from 1995 to 1997, as Associate Director for Science in the Office of Science and Technology Policy in the Executive Office of the President. At MIT, Dr. Moniz served as Head of the Department of Physics and as Director of the Bates Linear Accelerator Center. His principal research contributions have been in theoretical nuclear physics and in energy technology and policy studies.
David Ratcliffe, Chairman, President and Chief Executive Officer, Southern Company and Chairman, Edison Electric Institute Board of Directors
David Ratcliffe is chairman, president and chief executive officer of Southern Company, one of America's largest producers of electricity. Elected by the board of directors in December 2003, Ratcliffe became president of Southern Company in April 2004 and assumed the additional responsibilities of CEO and chairman in July 2004. As CEO of Georgia Power for the previous five years, Ratcliffe was responsible for the overall operation of Southern Company's largest subsidiary, with more than 2 million customers in 153 of Georgia's 159 counties. Prior to becoming president and CEO in 1999, Ratcliffe was executive vice president, treasurer and chief financial officer of Georgia Power.
Dan Reicher, Director of Climate Change and Energy Initiatives, Google.org
Dan W. Reicher has over 20 years of experience in business, government and non-governmental organizations focused on energy and environmental technology, policy, finance and law. He currently serves as Director of Climate Change and Energy Initiatives for Google's new venture called Google.org. Google.org has been capitalized with more than $1.5 billion of Google stock to make investments and advance policy in the areas of climate change and energy, global poverty, and global health. Prior to his recent position at Google, Mr. Reicher served as President and Co-Founder of New Energy Capital Corp., a New England-based company that develops, invests in, owns and operates renewable energy and distributed generation.

Bruce Upbin, Managing Editor, Forbes Magazine
Mr. Upbin joined Forbes magazine as a Reporter in April 1995. He briefly served as Deputy Chief of the reporting staff before moving to Chicago as Midwest Bureau Manager in 1997. In 2000 he returned to New York as a Senior Editor and since early 2005 he has launched three new sections for Forbes: Logistics; Innovation; and Mavericks. In 2006 Mr. Upbin has weitten a dozen cover stories and became one of the youngest Forbes Editors to be named an Assistant Managing Editor. He produced this year's special "Energy & Genius" issue, and regularly provides business commentary on CNN, NPR, CNBC, BBC, Forbes on Radio and Fox News Channel.

Gregory Abel, President and Chief Executive Officer, MidAmerican Energy Holdings Company
Gregory E. Abel is president and chief executive officer of MidAmerican Energy Holdings Company, based in Des Moines, Iowa. He also serves as chairman and chief executive officer of PacifiCorp, which provides electric service to six western states and approximately 1.6 million customers. He serves as the chief executive officer of CE Electric UK, which distributes electricity to approximately 3.7 million customers in England. Additionally, he is chief executive officer of MidAmerican Funding, LLC, the holding company for an integrated utility providing natural gas and electricity to 1.4 million customers in the Midwestern United States. Abel also is a director of Kern River Gas Transmission Company and Northern Natural Gas Company.
John (Jack) Betkoski III, Vice Chairman, Connecticut Department of Public Utility Control; Chair, NARUC Subcommittee on Education and Research
John W. "Jack" Betkoski III was appointed Commissioner of the Connecticut Department of Public Utility Control on July 1, 1997, and was reappointed by Governor M. Jodi Rell to a third term, which expires June 30, 2009. As commissioner, he specializes in water utility issues and is lead commissioner for the Department's Consumer Education Outreach Program. Commissioner Betkoski is Chairman of the Connecticut Water Planning Council. He was a member of the EPA National Drinking Water Advisory Council having served on its Water Security Working Group, and was formerly a member of the AWWA Research Foundation's Public Council on Drinking Water Research. He is on the National Association Regulatory Utility Commissioners (NARUC) Board of Directors, and was the former Chairman of the Committee on Water.
Denise Bode, Chief Executive Officer, American Wind Energy Association
Denise Bode is the Chief Executive Officer of the American Wind Energy Association, the national trade association of the US wind energy industry. Ms. Bode is a nationally recognized energy policy expert and served for nine years on the Oklahoma Corporation Commission. Her experience in the energy field is extensive and includes one and a half years as the CEO of the American Clean Skies Foundation, seven years as President of the Independent Petroleum Association of America (IPAA) and nine years on the staff of then–US Senator David Boren (D-OK) as his legal counsel, focusing on the areas of energy and taxation. Ms. Bode broadcasts a daily radio program and an online television program through CleanSkies TV. She holds a Juris Doctor degree from the George Mason School of Law and a Master of Law in Taxation degree from the Georgetown University School of Law.
John Bohn, Commissioner, California Public Utilities Commission
Commissioner Bohn currently serves as a Commissioner of the California Public Utilities Commission (CPUC). He was appointed by Governor Schwarzenegger in May 2005 for a six year term. In addition to his duties at the CPUC, Commissioner Bohn serves as a Director of the National Endowment for Democracy in Washington DC, and is on the Advisory Board of the Yale Institute for Corporate Governance and Performance. He also serves as Trustee of Northern Trust Multi-Advisor Fund, and is a member of the Capital Markets Reform Commission, chartered by the US Chamber of Commerce to reform capital markets for the 21st Century. Commissioner Bohn is a principal in GlobalNet Partners, N.A., LLC, a global advisory and consulting firm.
Anjan Bose, Regents Professor, Distinguished Professor of Power Engineering, and former Dean, College of Engineering & Architecture, Washington State University
Anjan Bose is a Regents Professor and the Distinguished Professor of Electric Power Engineering at Washington State University in Pullman, Washington, where he also served as the Dean of the College of Engineering & Architecture from 1998 to 2005. He is a leading researcher on the operation and control of the electric power grid. He has worked in the electric power industry as well as academe for over 35 years.
Dr. Bose is a Member of the US National Academy of Engineering, a Foreign Fellow of the Indian National Academy of Engineering, a founding Board Member of the Washington State Academy of Science, and a Fellow of the Institute of Electrical & Electronics Engineers (IEEE).
Terry Boston, President and Chief Executive Officer, PJM Interconnection
Terry Boston is president and chief executive officer of PJM Interconnection, which administers one of the largest energy markets and operates North America's largest centrally dispatched electricity grid.
Prior to joining PJM, Mr. Boston was the executive vice president of the Tennessee Valley Authority's Power System Operations. TVA is the nation's largest electricity wholesaler and largest public power provider.
Boston is vice chair of the North American Electric Reliability Corporation's (NERC) Transmission forum. He has served for six years on the NERC Engineering Committee and Transmission Task Force and three years on the NERC Board/Stakeholders Committee. He was one of eight industry experts selected to direct the NERC investigation of the August 2003 Northeast/Mid-west blackout.
Mr. Boston holds a bachelors of science in engineering from Tennessee Technological University and a masters of science in engineering administration from the University of Tennessee. He was chosen Tennessee Technological University's Engineer of Distinction in 1997.
Nicholas (Nick) Brown, President and Chief Executive Officer, Southwest Power Pool, Inc.
Nick was elected President & CEO of Southwest Power Pool, Inc. (SPP) in January 2004. Nick is responsible for ensuring that SPP achieves its mission and goals and serves on the Board of Directors. Nick received Bachelor of Science degrees in physics and math from Ouachita Baptist University in 1981 and in electrical engineering from Louisiana Tech University in 1982. He is a member of Tau Beta Pi and Eta Kappa Nu engineering honor societies, and IEEE and NSPE technical and professional societies. Nick is a registered Professional Engineer and a Master Electrician in the state of Arkansas.
Mark Crisson, President and Chief Executive Officer, American Public Power Association
Mark Crisson has been president and CEO of the American Public Power Association (APPA) since January 2008. Prior to joining APPA, Crisson spent almost 30 years at Tacoma, Wash., Public Utilities–serving as Tacoma Power Superintendent and, beginning in 1993, CEO/Director of Utilities. In 1997, Tacoma Power spearheaded Click! Network, which has become the nation's largest municipally-owned telecommunications system. Crisson served six years as an APPA elected Board member and four years as an officer. In 2003, while with Tacoma Public Utilities, Crisson chaired the APPA Board of Directors. In 2005, he received APPA's Alex Radin Distinguished Service Award for exceptional dedication and leadership in public power. Crisson also served on the US Secretary of Energy's Electricity Advisory Board.
Mark Cooper, Director of Research, Consumer Federation of America
Dr. Cooper holds a Ph.D. from Yale University and is a former Yale University and Fulbright Fellow. He is Director of Research at the Consumer Federation of America where he has responsibility for energy, telecommunications, and economic policy analysis. Dr. Cooper is a Fellow at the Stanford Law School Center for Internet and Society, an Associated Fellow at the Columbia University Institute on Tele-Information, and a Fellow at The Donald McGannon Communications Center of Fordham University.
He is the author of five books and has provided expert testimony in over 250 cases for public interest clients including Attorneys General, People's Counsels, and citizen interveners before state and federal agencies, courts and legislators in almost four dozen jurisdictions in the US and Canada.
Robert Curry, Jr., Commissioner, New York State Public Service Commission
Robert E. Curry, Jr. was appointed Commissioner of the New York State Public Service Commission on June 22, 2006. His term runs through February 1, 2012. A member of the Committee on Energy Resources and the Environment of the National Association of Regulatory Utility Commissioners (NARUC), he is also Vice-Chair of the Department of Energy/NARUC LNG Partnership. Mr. Curry is also a member of the Board of Advisors of the Columbia Law School Center for Corporate Governance.
Immediately prior to his appointment, Mr. Curry was a lawyer in private practice, with an emphasis on corporate governance and transactional work. In addition to his law firm experience, he served as Senior Vice President and General Counsel of Covanta Holding Corporation (formerly Odgen Corporation) during its transformation from a Fortune 150 industrial company to a Fortune 50 services company.
John Dumas, Manager, Operations Planning, Electric Reliability Council of Texas (ERCOT)
Mr. Dumas is the Manager of Operations Planning for the Electric Reliability Council of Texas (ERCOT). He is responsible for all ERCOT activities related to short term planning and Ancillary Service planning. Short term planning includes load forecasting, wind forecasting, voltage stability analysis, and state estimator support. He worked for Texas Utilities (TXU) for 18 years prior to joining ERCOT in 2004. He began his career in 1986 in the Transmission Division of Texas Power and Light (TPL) as a technical engineering student assigned to crews that performed transmission line and substation maintenance. He joined ERCOT Operations in November 2004 and became the Manager of Operations Planning in February 2008.
R. Scott Henry, Vice President of Electric Systems Operations, Duke Energy Corporation; Chairman NERC Standards Committee
Scott Henry is vice president of electric systems operations for Duke Energy's U. S. franchised electric and gas operations, leading bulk electric system operations in the Carolinas and Midwest.
Henry currently serves as Chairman of the NERC Standards Committee which oversees the electric industry's reliability standard development process. He is also currently serving as Vice-Chairman of the SERC Board of Directors, and Chairman of EEI's Reliability Executive Advisory Committee. Other areas of industry service include NERC's Interconnected Operations Services (IOS) Subcommittee and Functional Model Review Task Group, as well as the Nominating Committee for MISO's Board of Directors. He has also been a member of the SERC Operating Committee, NERC and SERC Y2k Contingency Planning Task Forces, EPRI Grid Operations and Planning Business Advisory Council, and Clemson University Electric Power Research Association. He is a member of IEEE and its Power Engineering Society.
Michael Howard, Senior Vice President of Research & Development, Electric Power Research Institute (EPRI)
Dr. Michael Howard is Senior Vice President of R&D at Electric Power Research Institute (EPRI). He has over 29 years of results-driven, multi-faceted leadership experience in organizations ranging from entrepreneurial start-ups to large public companies with increasing responsibilities in operations, finance, sales and marketing, product development, and strategic planning. Most of Dr. Howard's experience is focused on providing technical solutions to both US and international electric utility companies. Prior to his current appointment, Dr. Howard served as President and CEO of EPRI Solutions, Inc., a wholly-owned subsidiary of EPRI. EPRI Solutions was created by the merger of three companies, one of which was the EPRI Power Electronics Application Center (PEAC) Corporation where he served as President and CEO.
Earnie Lehman, President and General Manager, Midwest Energy Inc.
Earnie Lehman is President and General Manager of Midwest Energy, a consumer-owned electric and natural gas utility that serves 90,000 customers in western Kansas. He chaired the area's Local Workforce Investment Board for four years. Earnie chairs the Midwest Energy Association, a group of electric and gas utilities and contractors dedicated to operational training, best practices and workforce development. He is Vice-Chair of the Kansas Electric Transmission Authority.
Earnie was an economist at the Federal Energy Regulatory Commission before joining the utility now called Westar Energy. He then led a utility subsidiary providing energy services in El Paso, Texas and nearby Mexico. He joined Midwest Energy in 2003.
Bruce Levy, President, International Power America, Inc., and Chair, Electric Power Supply Association
Bruce L. Levy has been active in the US energy sector for over three decades. In his current role, as President of International Power America, he is responsible for all aspects of the company's US subsidiary including operations of its 7,300 MW of power generation facilities and related finance, energy trading and development activities.
Mr. Levy also serves as Chair of the Electric Power Supply Association (EPSA), a national association of competitive power suppliers and has always been active in shaping the development and implementation of industry policy on both the state and federal level.
Jill Lyon, Vice President and General Counsel, Utilities Telecom Council
Jill M. Lyon is Vice President and General Counsel of the Utilities Telecom Council. She is responsible for UTC's policy and advocacy work – covering all communications and IT issues relevant to the nation's electric, gas and water utilities – with the FCC, DOE, Congress, and other government agencies. She also oversees UTC's Research and Spectrum Services Departments and chairs the Critical Infrastructure Communications Council (CICC).
Lyon has more than fifteen years' experience in wireless telecommunications law. She joined UTC in October 2000 from the American Mobile Telecommunications Association (AMTA), where she served as Senior Vice President for Regulatory Relations and Deputy General Counsel. She holds a J. D. degree from Georgetown University Law Center and a B.A. with honors in Broadcast/Telecommunications from the University of Tulsa.
Nicholas Miller, Director, Energy Applications and Systems Engineering, GE Energy
Mr. Miller is a Director for GE Energy. He leads development of new techniques for large-scale integration of wind generation. He was a principal on the landmark New York and California Wind studies. An IEEE Fellow, he was founding chairman of the IEEE TF on Dynamic Performance of Wind Generation; Recipient of the 2005 Utility Wind Integration Group Achievement Award; and the 2007 American Wind Energy Association Technical Achievement Award. He is a licensed PE. He has authored over 70 technical papers on wind generation and other topics. He holds six US patents for wind technology and power technology.
Clair Moeller, Vice President of Transmission Asset Management, Midwest Independent System Operator
Mr. Moeller is responsible for the Midwest ISO's transmission planning functions, transmission services and tariff administration. He is a well-respected industry expert with more than 25 years of experience in the operation of power systems in the Upper Midwest and he is especially skilled at identifying and implementing best practices in transmission planning and operations.
His current assignment includes infrastructure planning in collaboration with the utilities that serve the 15 States and one Canadian Province that constitute the Midwest ISO region. Under his guidance, transmission planners in the region have begun to explore transmission infrastructure value by utilizing techniques borrowed from generation and strategic planners in an effort to give policy makers context for the decisions they will face as the electric energy future unfolds.
Paul Murphy, President and Chief Executive Officer, Independent Electricity System Operator of Ontario
Paul Murphy was appointed President and Chief Executive Officer of the Independent Electricity System Operator in October 2006. Under Mr. Murphy, Ontario's IESO is responsible for overseeing the safe and reliable operation of Ontario's bulk electrical system. The organization also oversees the IESO-administered wholesale electricity markets. Mr. Murphy represents Independent System Operators on NERC's Member Representatives Committee and is a member of the NERC Electricity Sector Steering Group which provides strategic and policy guidance to NERC in its role as the operator of the Electricity Sector Information Sharing and Analysis Center.
Erin O'Connell-Diaz, Commissioner, Illinois Commerce Commission and Co-Vice Chair NARUC Committee on Electricity

Margaret (Peggy) Pego, Senior Vice President of Human Resources, Public Service Enterprise Group Incorporated
Peggy Pego is Senior Vice President of Human Resources & Chief HR Officer for Public Service Enterprise Group. PSEG is best known as the parent company of PSE&G, one of the largest and oldest utility companies in the nation.
Today, PSEG is forging a path of leadership on the environment–creating an innovative solar financing program, a proposal for an offshore wind farm and major investments in energy-efficiency.
Pego holds an MBA with a concentration in management and labor relations from Seton Hall University. She is active in several local and national organizations; including the EEI Chief HR Executives Policy Committee; Center for Energy Workforce Development (CEWD) Executive Counsel Chair; and the Society for Human Resources Management.
Bradford (Brad) Roberts, Chairman, Electricity Storage Association; Chair, Energy Storage Technologies Subcommittee, Electricity Advisory Committee; Power Quality Systems Director, S&C Electric Company
Brad Roberts is the Power Quality Systems Director for the Power Quality Products Division of S&C Electric Company, which specializes in low- and medium-voltage power protection systems.
Mr. Roberts has over 35 years experience in the design and operation of critical power systems. He began his engineering work as a systems reliability engineer in the Apollo Lunar Module Program at Cape Kennedy. He held senior management positions in two of the major UPS manufacturers during his career. Brad is a senior member of IEEE.
Brad is a registered professional engineer and has a BSEE (Bachelor of Science in Electrical Engineering) degree from the University of Florida. He is Chairman of the Board of Directors for the Electricity Storage Association. He has been a member of the ESA Board for 10 years. Mr. Roberts is a member of the US Department of Energy Electricity Advisory Committee.
Brad is the 2004 recipient of the John Mungenast International Power Quality Award.
Masheed Saidi, Executive Vice President and Chief Operating Officer, US Transmission, National Grid
Masheed Saidi is Executive Vice President and Chief Operating Officer–US Transmission with responsibility for running National Grid's US Transmission business.
In her previous position as Vice President of Transmission Regulation and Policy at National Grid USA, her responsibilities included directing the transmission business through the regulatory process, RTO/ISO participation and coordination, and participating in the US policy debates on electric industry restructuring and market structure.
Ms. Saidi attended Northeastern University as a transfer student and earned a Bachelor of Science degree in Power Systems Electrical Engineering. She also earned a Master of Science degree in Electrical Engineering from Massachusetts Institute of Technology.
Edmund Schweitzer, III, Chief Executive Officer, Schweitzer Engineering Laboratories
Dr. Edmund O. Schweitzer, III is a pioneer in digital protection, and holds the grade of IEEE Fellow. He is a member of the National Academy of Engineering. He has written dozens of technical papers in the areas of digital relay design and reliability and holds more than 30 patents. Dr. Schweitzer received his B.SEE and M.S.E.E. from Purdue University, and his Ph.D. from Washington State University. He served on the E.E. faculties of Ohio University and Washington State University, and in 1982 he founded Schweitzer Engineering Laboratories to develop and manufacture digital protective relays and other products and services.
Marsha Smith, Commissioner, Idaho Public Service Commission
Marsha H. Smith is serving her third term on the Idaho Public Utilities Commission. Commissioner Smith is the immediate past president of the National Association of Regulatory Utility Commissioners (NARUC), serves on the NARUC Board and Executive Committee, and is a past chair of NARUC's Electricity Committee. She is an elected member of the Western Electricity Coordinating Council Board of Directors, co-chair of the National Action Plan for Energy Efficiency and co-chair of the Steering Committee of the Northern Tier Transmission Group. She represents Idaho on the Western Interconnection Regional Advisory Body and chaired the Western Interstate Energy Board's Committee for Regional Electric Power Cooperation from October 1999 to October 2005.
Barry Smitherman, Chairman, Texas Public Utilities Commission
Barry Smitherman is a fourth generation Texan appointed by Governor Rick Perry to the PUCT on April 21, 2004. He was reappointed on September 13, 2007 and promoted to Chairman on November 14, 2007. Barry is a member of the State Bar of Texas, a member of the Governor's Competitiveness Council, an ex officio board member of the Electric Reliability Council of Texas (ERCOT) and the Texas Regional Entity (TRE), a member of the Regional State Committee (RSC) for the Southwest Power Pool (SPP), a member of the National Association of Regulatory Utility Commissioners (NARUC) Committee on Energy Resources and the Environment, serves as one of 30 members of the US Department of Energy's (DOE) Electricity Advisory Committee (EAC) and is Vice-Chairman of the Texas Advisory Panel on Federal Environmental Regulations.
Linda Stuntz, Chair, DOE Electricity Advisory Committee and Founding Partner, Stuntz, Davis & Staffier, P.C.
Linda Stuntz has extensive experience in energy and environmental regulation in private law practice, as counsel to the House Energy and Commerce Committee and in a number of positions in the U.S. Department of Energy between 1989 and 1993, including Deputy Secretary.
Currently, Ms. Stuntz chairs the Department of Energy's Electricity Advisory Committee. She was a Member of the National Commission on Energy Policy and has participated in energy reports prepared by MIT ("The Future of Coal") and the Council on Foreign Relations. Ms. Stuntz is a Director of Schlumberger Limited and Raytheon Company.
Ms. Stuntz received her law degree, with honors, in 1979 from Harvard and is a founding partner of the law firm of Stuntz, Davis and Staffier, P.C.
Jennifer Troke, Team Leader, Industry Engagement, Employment and Training Administration, US Department of Labor
Dr. Jennifer Troke is the Team Leader for Industry Engagement at the US Department of Labor (USDOL) Employment & Training Administration's Business Relations Group (BRG). She has over 10 years of experience in partnership development, project management, and training. The Business Relations Group serves America's workers and employers by creating partnerships between the state and local workforce investment system and businesses that target high growth, high demand occupations. She manages the dissemination efforts for the workforce products and solutions such as curriculum and career ladders resulting from the High-Growth and Community Based Job Training Grants. In addition, she is a Workforce Innovation in Regional Economic Development (WIRED) Co-Lead currently working with the Delaware Valley Innovation Network.
Vickie VanZandt, Senior Vice President, Transmission Services, Bonneville Power Administration
Vickie A. VanZandt is the Senior Vice President of Transmission Services for the Bonneville Power Administration (BPA). She has executive responsibility for planning, design, construction, operation, maintenance, sales, marketing, and management of the 15,000 circuit-mile transmission system assets covering four states in the Pacific Northwest.
Vickie is on the Western Electricity Coordinating Council (WECC) Board of Directors. She is a member of the Reliability Policy Issues Committee (RPIC) and the Human Resources Compensation Committee, both committees in WECC. Vickie is also an Executive Steering Group member of the North American SynchroPhasor Initiative (NASPI). She has joined the Electricity Advisory Committee (EAC) at the request of Secretary Bodman and is an Executive Member of Transmission Owners Operators Forum (TOOF).
Bruce Walker, Vice President of Asset Strategy and Policy, National Grid
Bruce J. Walker serves as the Vice President of Asset Strategy and Policy at National Grid. This role is responsible for negotiations/testifying with public service commissions in NY, MA, RI, NH focusing on reliability and service quality issues, and leading the R&D group to create the vision for the Distribution System of the Future (among other responsibilities). Previously, he served as the Director of Emergency Management at Consolidated Edison Company of New York. He currently serves as the Chairman of the Board of Directors of Putnam County's Soil and Water Conservation District. He also serves on the US Department of Energy's Electricity Advisory Committee.
Michael Ware, Managing Director, Good Energies
Mr. Ware is a Managing Director at Good Energies. He has been a financial advisor to Good Energies since 2003.
Mr. Ware is the founder of Advance Capital Markets, Inc. a private investment firm with a long and successful track record in the energy and power industries. Mr. Ware has arranged financings for wind, solar, biofuels, biomass and geothermal projects and has guided several companies from start-up, through venture financing, and later growth stages including the IPO process. Prior to founding Advance, Mr. Ware was CEO of Reliance Energy Services, a subsidiary of a $3 billion investment company.
From 1974 - 1980 Mr. Ware was CEO of Energy Decisions Inc. an energy-consulting firm which served US and international clients. He has a strong interest in renewable energy and clean technology and serves on the Board of the American Council on Renewable Energy (ACORE). He holds a B.A. degree from the University of Detroit and an M.A. degree from Ohio State University where he was a fellow at the Mershon Center for National Security Studies.

He is the Corporate Coverage Banker for large cap power and pipeline companies in the US He assumed that position in July 2006, when a Corporate Banking Team was created within the Investment Bank. Mr. Wortman was the Senior Country Officer for JPMorganChase in Brazil from late 2002 until mid-2006. Before this, he was responsible for JPMorganChase's activities in the Energy sector in Latin America. Lloyd Yates, President & CEO, Progress Energy Carolinas
Lloyd Yates is President & CEO for Progress Energy Carolinas, an electric utility serving 1.4 million customers, with over 13,000 megawatts of generation in a 34,000-square-mile service area in the Carolinas. In that role, Yates is responsible for management and strategic direction of the electric utility.
Yates has more than 26 years experience in the energy business.
Yates graduated from University of Pittsburgh with a Bachelor of Science degree in Mechanical Engineering. He also earned a Master's degree in Business Administration from St. Joseph's University in Philadelphia. He attended the Advanced Management Program at University of Pennsylvania Wharton School.

David Springe, Kansas Consumer Counsel, Citizens' Utility Ratepayer Board, and President, National Association of State Utility Consumer Advocates
David Springe is the Consumer Counsel of the Kansas Citizens' Utility Ratepayer Board (CURB). CURB is the statutory advocate for the interests of residential and small commercial ratepayers in utility proceedings in Kansas. Mr. Springe has also served as CURB's chief economist, managing the agency's electric, natural gas and telecommunications dockets and spent six years on the Economic Policy and Planning staff of the Kansas Corporation Commission.
Mr. Springe received his Masters in Economics and his Law degree from the University of Kansas. Mr. Springe currently serves the President of the National Association of State Utility Consumer Advocates (NASUCA).

Mr. Brown served two full terms from 1983 to 1993as Commissioner of the Public Utilities Commission of Ohio. Anne George, Vice President of External Affairs and Corporate Communications, New England Independent System Operator
Anne C. George joined ISO New England Inc. as its Vice President for External Affairs and Corporate Communications in November, 2008. In this role, she directs ISO New England's outreach to and communications with public officials, stakeholders and the media. ISO New England is the independent system operator for New England. In addition to operating the bulk electricity system for the region, ISO New England administers the wholesale electricity marketplace, as well as the Open Access Transmission Tariff on behalf of the New England Power Pool. ISO New England is based in Holyoke, Massachusetts. Prior to joining the ISO, she served as a Commissioner of the Connecticut Public Utility Control Authority from 2003 until October, 2008.
Dian Grueneich, Commissioner, California Public Utilities Commission
Commissioner Grueneich is the lead Commissioner on transmission issues at the CPUC, overseeing the permitting of several significant transmission lines during her tenure, including the first three phases of the Tehachapi Renewable Transmission Project to deliver 4,500 MW of renewable energy to California load centers. She has focused on raising state and region-wide awareness on the significance of transmission issues and the need to construct transmission to reach renewable-rich areas. In this capacity, she has been a leader in establishing both the California Renewable Energy Transmission Initiative and the parallel Western Renewable Energy Zone Initiative. She also serves on the US Department of Energy's Electricity Advisory Committee and the Transmission Expansion Planning Policy Committee of the Western Electricity Coordinating Council.
Ellen Lapson, Managing Director, Fitch Ratings
Ellen Lapson is a managing director in Fitch Ratings' global power group. She is a leader in developing Fitch's policies and sector research for US and international electric utilities, energy marketers, project finance transactions, and structured finance based on utility tariffs or contracts. In addition, Ellen is the Chair of Fitch's Hybrid Products Committee dealing with hybrid securities for corporations and financial institutions worldwide.
Ellen serves as Chair of the Advisory Council to the Electric Power Research Institute.
Prior to joining Fitch in 1994, Ellen was an officer of Chemical Securities Inc. and Chemical Bank, specializing in banking and corporate finance transactions for the electric and telecommunications industries in the US and overseas. Ellen began her career as an equity analyst at Argus Research Corp., where she covered the electric, gas, and telephone industries.
Ellen earned a BA in literature from Barnard College and an MBA in accounting from New York University. She is a Chartered Financial Analyst and a member of the Wall Street Utility Group and the Fixed Income Analysts' Society.
Wanda Reder, President, IEEE Power & Energy Society and Vice President, Power Systems Services, S&C Electric Company
Wanda Reder is the Vice President of the Power Systems Services Division at S&C Electric Company. This division offers consulting and engineering services, field services, and project management to utilities and power users.
Wanda has served on the IEEE Power & Energy Society (PES) Governing Board since 2002 and is currently the IEEE PES President. She has researched the maturing workforce of the power industry to prepare a "road map" for actions to be taken. In response to her efforts, a Power & Energy Engineering Workforce Collaborative has been initiated, and a career website for engineering students seeking employment in power and energy has been developed.

Katrina McMurrian was appointed to the Florida Public Service Commission by Governor Jeb Bush for a four-year term beginning January 2006.
Commissioner McMurrian serves on the NARUC Committee on Consumer Affairs, the Committee on Electricity, the Subcommittee on Education and Research, the FERC/State Smart Grid Collaborative, the FERC/State Competitive Procurement Collaborative, and the National Wireless Consumer Protection Standards Ad Hoc Committee. She also serves on the FERC/State Demand Response Collaborative as Co-Chair, the Subcommittee on Nuclear Issues – Waste Disposal as Vice Chair, the Executive Committee of the Nuclear Waste Strategy Coalition, the Advisory Council to the Board of Directors of EPRI, and the Keystone Energy Board.
David Meyer, Senior Advisor, Office of Electricity Delivery and Energy Reliability, US Department of Energy
David Meyer has worked on electricity policy issues at the Department of Energy for more than twenty years. He is the Senior Policy Advisor in the Department's Office of Electricity Delivery and Energy Reliability, where he works on problems related to the modernization, expansion, reliability, and security of transmission grids in the United States. He was a principal author of the Department’s 2006 National Electric Transmission Congestion Study, and he is presently leading the development of a successor study, scheduled for publication in August 2009.
When the governments of the United States and Canada established a joint Power System Outage Task Force to investigate the huge electricity Northeastern blackout of August 14, 2003, Mr. Meyer was named co-chair of the Task Force's Electric System Working Group. Mr. Meyer was one of the principal authors of the Task Force's Interim and Final Reports on the blackout.
John Norris, Chief of Staff, US Department of Agriculture and former Chairman, Iowa Utilities Board
John Norris serves as Chief of State to Secretary of Agriculture Tom Vilsack. John Norris was appointed by Governor Tom Vilsack to the three-member Iowa Utilities Board (IUB) on March 7, 2005, and assumed the chairmanship on March 11, 2005. Norris was appointed to fill an unexpired term through April 30, 2005, and to serve a full term running from May 1, 2005, through April 30, 2011.
In addition to serving as Chairman of the Iowa Utilities Board, Norris serves on the Board of Trustees for the Iowa Power Fund and as the IUB representative to the Advisory Council of the Iowa Energy Center. He is also co-chair of the 2009 National Electricity Delivery Forum and as a member of the National Association of Utility Commissioners (NARUC), serving on the NARUC Electricity Committee, and a member of the FERC/NARUC Demand Response Collaborative.
